(ग) क्या पासपोर्ट लघु पुस्तिका की आपूर्ति में विलंब और बाधा से पासपोर्ट जारी करने में बड़ा बैकलॉग हो गया है और यदि हां, तो तत्संबंधी ब्यौरा क्या है;

(b) The measures taken by the Government to boost efficiency and eliminate delays in issuance of passports to the applicants are as follows:

(c) & (d) Indian Missions/Posts in the Emigration Check Required (ECR) countries, from time to time, report about complaints received from Indian workers, regarding non-payment of salaries and denial of legitimate labour rights and benefits such as non-issuance/renewal of residence permits, non-payment/grant of overtime allowance, weekly holidays, longer working hours, refusal to grant exit/re–entry permits for visit to India, refusal to allow the worker on final exit visa after completion of their contracts and non-provision of medical and insurance facilities etc.

(ग) और (घ) उत्प्रवासन जांच अपेक्षित (ईसीआर) देशों, अधिकांशत: मध्य पूर्व में स्थित देशों में भारतीय मिशनों/केंद्रों से भारतीय कामगारों को वेतन का भुगतान न किए जाने और उनके जायज श्रम अधिकारों को ठुकराने तथा आवास परमिट जारी/नवीकृत न करने, समयोपरि भत्ते का भुगतान न करने, साप्ताहिक छुट्टी न देने, लंबे कार्य समय, भारत आने के लिए बहिर्गमन/पुन: प्रवेश परमिट देने से इन्कार करने, अनुबंध पूरा होने के पश्चात् अंतिम बहिर्गमन वीज़ा देने से इन्कार करने और चिकित्सा तथा बीमा सुविधाओं का प्रावधान न करने आदि से संबंधित शिकायतों की रिपोर्ट समय-समय पर प्राप्त होती रहती हैं।

(f), (g), (h) & (i) A report of the National Institute of Smart Government, Hyderabad, which was commissioned by the Government to prepare a study for improving the passport issuance system, with the objective of delivering passport related services to the citizens in a timely, transparent, more accessible and reliable manner, envisages outsourcing of non-sensitive activities of the passport issuance process such as receipt of applications, initial scrutiny of the application forms, acceptance of fee, scanning of the documents and taking photos etc.

(च),(छ),(ज)और(झ): राष्ट्रीय स्मार्ट गवर्नमेंट संस्थान, हैदराबाद, जिसकी स्थापना सरकार द्वारा नागरिकों को समय पर, पारदर्शी, अधिक सुगम एवं विश्वसनीय पासपोर्ट सेवाएं प्रदान करने के उद्देश्य से पासपोर्ट जानी करने की प्रणाली में सुधार करने के लिए अध्ययन करने हेतु की गई थी, कि रिपोर्ट में पासपोर्ट जारी करने की प्रक्रिया के असंवेदनशील कार्यों जैसे आवेदनपत्रों की प्राप्ति, आवेदन प्रपत्रों की प्रारंभिक जांच, शुल्क लेना, दस्तावेजों की स्कैनिंग तथा फोटो आदि की आउटसोर्सिंग करने की बात कही गई है।

In order to further improve and liberalize Police Verification procedure for passport issuance, the Ministry announced on 25 January, 2016 that normal passport applications of all first time applicants furnishing Aadhaar, Electoral Photo Identity Card (EPIC), Permanent Account Number (PAN) Card and an affidavit in the prescribed format that no criminal proceedings were pending against the applicant will be processed on Post-Police Verification basis, enabling faster issue of passport, without payment of any additional fees.

The process for issuance of passports sometimes becomes longer due to the following reasons:
